MACAU (AP) ? Nicolas Cage, accepting a film award in China, says he's enjoying the warmth and enthusiasm he feels while working there on a new film.

Cage was named Best Global Actor in Motion Pictures at China's Huading Awards on Monday night. Nicole Kidman, honored as best global film actress, wore a black Prada dress while she walked the red carpet in Macau alongside Hong Kong legend and pal Jackie Chan.

Cage has been shooting "Outcast" in Hong Kong with Hayden Christensen.

"I believe in the genius loci of a place, the genie of the place is what I call it. I absorb that energy and it affects performance wherever I go," Cage said on the red carpet. "... Making a movie in China, I'm buzzing with good energy, I feel great here. I love the people I'm working with, I love the crew, and there's a genuine warmth and enthusiasm that I get from my conversations."

Quentin Tarantino, whose "Django Unchained" was released last year, was named Best Global Director in Motion Pictures.

"I've been a fan of Asian cinema my whole life growing up. I did my movie 'Kill Bill' as a complete tribute to my love for it and so to come here amongst the Chinese film industry, get this from the Chinese fans is a dream come true," said Tarantino.

Television awards went to Matthew Perry of "Friends" and "Downton Abbey" actress Michelle Dockery, who were among the attendees who left a handprint on star-shaped plaques for Macau's Avenue of Stars.

"Avatar" star Sam Worthington, who received an award for Best Global Action Movie Actor, shared that his plans for next year include filming sequels of Academy Award-winning science fiction epic.

"Well, we start filming next year. We do 'Avatar 2', 'Avatar 3,' 'Avatar 4.' Then they'll come out Christmas concurrently kind of thing, different Christmases. I'm not too sure where we're shooting at the moment. I know they're still writing it. I know Jim (director James Cameron) loves China, loves it," he said, referring to questions about returning to China. "Those types of films, if we get the opportunity to work here that'll be great. We'll see what happens."

The Huading Awards, established in 2007 by the Beijing-based Global Talents Media Group, also recognized music, dance and theater.

Avril Lavigne, who walked the red carpet hand-in-hand with husband Chad Kroeger, has a particularly strong fan base in Asia and received the award for Best Global Singer.

"It was an honor and it was really sweet and I feel very happy and lucky to be here. Asia, everyone in Asia, has been really good. I have a lot of fans here so I'm going to start my tour here in February. I'll tour all across Asia, and so I feel very grateful for the fan base here," she said.

Jessica Jung, a member of the popular Korean girl group Girls Generation, appeared on behalf of her group to receive the award for Best Global Pop Band. The band is currently on tour in Asia.

"Well it's such an honor. I've never been to the Huading Awards, it's my first time. Thank you for such a nice award," she said.

Some Huading Awards are voted by fans and some winners are voted by experts. In 2014, the awards will be handed out in Los Angeles.

Microsoft teams with university researchers to improve TV white spaces wireless technology

On Sunday, Microsoft Research published a new paper in partnership with The Chinese University of Hong Kong proposing a new system for improving indoor use of wireless technologies in cities.

Radio frequency spectrum, the airwaves over which wireless devices communicate, is in increasing demand throughout the world. Access to spectrum is currently regulated by strict licensing systems that limit the users and the applications of any given set of frequencies. The unfortunate result is that a significant amount of spectrum goes unused at any given time or place.

Based on measurements taken from more than 30 diverse locations in a typical city, our study found that more than 50 to 70 percent of spectrum in the TV band alone goes unused. These vacant frequencies are called TV white spaces, or just white spaces.

White spaces are the first frontier for forward-thinking regulators throughout the world, who are increasingly recognizing just how inefficient our current methods of spectrum allocation are, and moving toward new approaches. The Federal Communications Commission in the U.S. and the Finnish Communications Regulatory Authority both allow unlicensed access to white spaces (similar to regulation for Wi-Fi), and a number of other regulators are hot on their heels. In Singapore, the Infocomm Development Authority just finished a consultation on white spaces, and in the United Kingdom, Ofcom is preparing to conduct TV white spaces pilots with the aim of full roll-out by early 2014.

In order to make use of unlicensed access to white spaces, wireless devices must somehow detect what frequencies are available for use in their location using dynamic spectrum access (DSA) technologies. While spectrum sensing technology is available, it can be expensive and difficult to implement. It also has to tread a very fine line between identifying as much unused spectrum as possible and avoiding interference with other users. Therefore, most regulation on white spaces has turned to geo-location databases to direct traffic in license-exempt bands of spectrum

While they work well to limit interference and don?t pose the same cost issues as sensors, geo-location databases provide a very conservative appraisal of which frequencies are unused. Particularly in cities where the wireless environment is complex, there are often far more white spaces available for use than a geo-location database might indicate.

There is also the added complication of indoor versus outdoor use. Even though 70 percent of demand for spectrum is in indoor environments and significantly more spectrum is left unused indoors, the majority of trials and studies of white space technology have focused on outdoor applications. What?s more, the study found that white spaces are often available in bigger chunks indoors, making them easier to use for high-bandwidth communication.

In search of a more efficient method of identifying white spaces indoors, I worked with researchers from the Chinese University of Hong Kong to develop a new system called WISER (White-space Indoor Spectrum EnhanceR). WISER uses spectrum sensing technology but ? unlike previous approaches ? optimizes the position of a limited number of sensors. This allows us to control costs and maximize effectiveness, without losing out on accuracy.

To evaluate our new system in a real-world setting, we built and tested a prototype on one floor of a typical office building in Hong Kong. We found that WISER was able to accurately identify 30 to 50 percent more indoor white spaces than other baseline approaches.

While there are several interesting directions that could be taken in future research on WISER, this development is an important step forward toward better spectrum sensing techniques and, ultimately, greater spectrum abundance and improved wireless communication.

With a combination of technical innovation such as the development of WISER, and the regulatory progress on dynamic spectrum access that we?re seeing throughout the world, it?s a bright future for wireless technology.

Wedding Photographer Wanted Ad Makes Us Lose a Little Faith in Humanity

It?s time like these that hashtags like #facepalm were invented for. Thanks to a reader, we recently stumbled across a ?Wedding Photographer Wanted? ad on Craigslist that we sincerely hope is fake. Then again, given previous experience, it?s probably not.

The ad is based out of Philadelphia, and the writer would like someone to take ?high quality professional images,? of her wedding. So far so good, but then you read on: ?but I don?t want to pay for a professional. They charge way too much and are not worth it.?

From there the poster continues by describing exactly the type of person they?re looking for, and why this person should be willing to do this for a total of $100:

I think I am very attractive and will be wearing a wedding dress so this would be great for your portfolio. I want someone who has a really, really good camera. You also must be experienced with working with people, especially drunk people. I want someone who knows how crazy a wedding day can be (even small ones) and who can keep his or her cool no matter what happens.

The Wanted ad ends with this proverbial cherry-on-top statement, ?Also it?s important that you actually show up for my wedding day.? We?re sure her inbox is just bursting with offers?

We could spend time here explaining why exactly professional wedding photographers are worth it and why they certainly don?t charge too much, but that?s a topic we?ve covered in-depth before here.

Unfortunately, this isn?t the first time we?ve seen a snippy request that encourages photographers to work for free because it would be ?great for their portfolio,? and truth be told, there are times when working for free is acceptable. We?re just fairly certain this isn?t one of them.

Recognizing the Signs of Domestic ViolenceDomestic violence is a far too common occurrence. It does not discriminate and can happen at any time during a relationship. It takes place in both heterosexual and homosexual relationships. It crosses all ethnic, social, and economic levels.

Signs of domestic violence often are overlooked, denied, or excused. The truth is that there is never an excuse. The only way to end domestic violence is to be aware.

Domestic violence can be more than physical abuse. It can include sexual and emotional abuse as well.

Physical abuse includes any type of abuse that causes physical harm or injury. Sexual abuse is any form of a sexual situation in which you are forced to participate in sexual activity that is unwanted, unsafe, or degrading. Emotional abuse diminishes self-worth and self-esteem. This is usually done in the form of verbal abuse ? including name-calling, yelling, and shaming.

Abusers commonly use tactics to gain control over their victims. Abusers often may try to make their partner feel bad or ?less than.? This tactic is used to make their partners stay. By engaging in behavior such as insulting, name-calling or other forms of humiliation, the abuser is able to diminish self-worth. Many victims start to believe the negativity and begin to feel they do not deserve anything else and no one else would want them.

An abuser may also take on the dominant role. This is often overlooked because it can be mistaken for ?being in control? or ?taking on responsibility.? This type of abuser will make all decisions and expect things to be done the way they want it without question or input.

The last thing an abuser wants is for their victim to realize that they could be okay without the abuser, or for others to point out that the relationship is unhealthy. While there are quite a few tactics to create this belief, an abuser may begin to isolate their partner from family and friends. In extreme cases, they may try to prevent their victim from going to work, school, or other outside activities.

Intimidation and threats also are commonly used. An abuser may threaten to hurt themselves, their partner or family. They may also use tactics such as destroying things, damaging personal possessions, harming pets, or any other intimidating gestures. Even when these threats are not physical, they should be taken very seriously because it is highly likely that they will escalate.

Abusers also are very good at minimizing their behaviors and placing the blame elsewhere. They will commonly make statements like ?it wasn?t that bad,? ?you?re making it bigger than it needs to be,? ?if only you didn?t make me so mad,? or ?I?m just having a bad day.? The truth is there is no excuse and no one is ever to blame for any form of abuse.

There are warning signs of abuse. If you are concerned about your relationship or the relationship of someone you care about, consider these signs:

  • Having a partner with a bad temper, or one who is jealous or possessive
  • Being overly eager to please the abuser
  • Checking in with abusive partner frequently to outline daily activities or confirm prior plans
  • Frequent injuries and claiming of ?accidents?
  • Inconsistent attendance at work, school, or other social activities
  • Excessive clothing or accessories to hide signs of physical abuse
  • Low self-esteem and self-worth
  • Limited access to friends, family, transportation, or money
  • Depression or anxiety or other personality changes

If you or someone you know is experiencing these signs or others that may indicate abuse, talk to someone. If you are not sure if you are being abused, ask someone. If you have questions about someone being abused, ask them. You may save yourself as well as someone else.

6 face charges for wild party at former NFL star Holloway?s house

ALBANY, N.Y. -- Six people were arrested Thursday on charges they were among hundreds of young partygoers who trashed a former NFL player's vacation home, and police said more arrests were expected.

The arrests came after former New England Patriots and Los Angeles Raiders offensive lineman Brian Holloway said he signed papers authorizing the Rensselaer County sheriff to bring charges in the Labor Day weekend party, which was attended by up to 400 teenagers.

Holloway said that among those charged was a young man he had taken into his family for a time as a homeless teen, who's accused of organizing and promoting the party. He said investigators have told him the number of people charged could end up in the hundreds as they work through the sheer volume of participants.

"Everyone that broke the law, I'm pressing charges against," Holloway said. "The parents had a chance and students had a chance to come forward, and only four did."

Holloway, who played offensive tackle for the Patriots and Raiders in the 1980s, gained national attention by reposting party pictures the teens had put on social media websites. He said he posted them on the website helpmesave300.com in an effort to get the teens to come forward, take responsibility for their actions and change their behavior.

Instead, he said, some parents were angry about his website and there was even a threatened lawsuit.

"I tried to be as accommodating as I could, but they took their stand by not showing up," Holloway said.

The partiers caused at least $20,000 in damage to his rural vacation home near the Massachusetts border in Stephentown, including broken windows and holes in the wall, he said.

Police said a ringleader of the party was 19-year-old Seth Hawk, the young man Holloway said he had taken into his family a few years ago. Hawk, of Grafton, faces felony charges of burglary and criminal mischief and misdemeanor charges of endangering the welfare of a child and unlawfully dealing with a child. He's accused of advertising the party and providing alcohol.

Three of the other arrested people face felony charges including burglary and larceny, and two are charged with misdemeanors, including trespassing. They range in age from 17 to 21.

A phone number wasn't available for Hawk, and authorities said they didn't know the names of the arrested people's lawyers.

Holloway said Hawk was a classmate of his son and had a troubled youth but found stability living as part of his family when he was about 15. He said hearing about Hawk's involvement "was a shocker."

"We're still pulling for him," he said. "This may be the thing to get him on track."

Cardinals strikeout Nationals and cancer

ST. LOUIS, MO (KTVI)? It was ?Strikeout Childhood Cancer Night At The Ballpark? Monday night at Busch Stadium.

The Cardinals played the Nationals, but the team was also trying to raise awareness about childhood cancer.

The event was organized by Cardinals pitcher Jason Motte and Angie Goodwin.

Goodwin lost her 13-year-old son, Lane, to cancer in 2012.

Goodwin and a few dozen people attended Monday?s game wearing shirts honoring her son.

?His dream was to help raise awareness and I promised him I would do my best,? she said.

Her son?s fight caught the attention of the Cardinals.

?Jason Motte got involved and now Lane?s dream is coming true,? Goodwin said. ?I miss him very much and hope he is proud.?

Given how large a mobile market China has become, and its role in gadget manufacturing globally, we sometimes forget the government of this increasingly tech-aware country still dictates what corners of the web its peoples can see. Today, the South China Morning Post reports the state has decided to unblock several foreign internet sites "considered politically sensitive," but only in the free-trade zone of Shanghai's Pudong New Area. According to "government sources," the move to open access to sites including Facebook, Twitter (both of which were cut off in 2009) and The New York Times (blocked last year) is so visitors can "live and work happily in the free-trade zone." The greater goal is to make the area more attractive to foreign companies, beyond the favorable regulatory and tax environment, of course. Furthermore, the Chinese are allegedly beckoning overseas firms to come in and "provide internet services" for the new, 30 square kilometer zone. The Great Firewall may remain firmly up for the rest of the country and its billion-odd population, but one step at a time and all that.

Analyst: Obama Will Raise The Debt Ceiling On His Own And Worry About The Legal Consequences Later

In the summer of 2011, some Democrats urged President Obama to simply raise the debt ceiling himself if Republicans refused to pass legislation.

There was the "trillion dollar coin" idea, wherein the government mints itself out of trouble via an arcane bullion law.

Then there was the 14th Amendment option. Here, the president would have to take a modern interpretation on the Civil War-era amendment about the "validity of the public debt of the United States," and surely face legal action.

Now, as?the two parties gear up for another debt ceiling bout, Greg Valliere at Potomac Research thinks Obama may be coming around to the idea of acting on his own. Valliere writes to clients:

Obama is not shy about using executive authority, and he surely has heard from Constitutional scholars who believe he has the authority to raise the debt ceiling on his own. (Bill Clinton urged Obama to take this approach in the summer of 2011.) Fearless forecast:?if Treasury is out of money in early November and a default looks possible, Obama will simply raise the debt ceiling. He'll face instant litigation, but that wouldn't be resolved for months.

It seems the president is not willing to negotiate at all for a raise in the debt ceiling, as he made clear to Speaker John Boehner in a phone call last week. We'll see what happens.

NHRA/National Dragster - Robert Hight will be going for his third consecutive NHRA Funny Car win on Sunday.

NHRA Funny Car driver Robert Hight put together a track-record run and secured his second No. 1 qualifying position of the season and 45th of his career on Saturday, and he will try for his third straight victory of the season on Sunday at the AAA Texas NHRA FallNationals at Texas Motorplex

Shawn Langdon (Top Fuel) and Erica Enders-Stevens (Pro Stock) and also lead their categories as the No. 1 qualifiers at the second of six races in the NHRA Mello Yello Drag Racing Series Countdown to the Championship playoffs. Rains in Ennis, Texas, washed out both of Friday's qualifying sessions as competitors made two runs Saturday. Sunday's eliminations start at noon ET.

Hight and his Auto Club Ford Mustang climbed to the top of the class with an impressive second round showing of 4.052 seconds at 311.85 mph. The red-hot Hight, who broke the elapsed time track record with the run, will open eliminations against two-time event winner Del Worsham.

?How is that for showing off for the sponsor? Maybe Governor Perry brought us good luck. If that is the case I don?t want him to leave tomorrow," Hight said. "This Auto Club Ford is flying and my guys have a really good handle on it. We have Worsham first round and that is a tough first round match-up. We have to get past qualifying and do our job tomorrow."

Snap-on Tools Toyota Camry driver Cruz Pedregon, a three-time event champ, holds the second position with run of 4.092 at 304.32 while series points leader Matt Hagan sits in the third spot with a performance of 4.093 at 312.78 in his Magneti Marelli/Rocky Boots Dodge Charger. Hagan's speed also broke the track record.

In Top Fuel, Langdon powered his 8,000-horsepower Al-Anabi Silver Racing dragster to his fifth No. 1 qualifier of 2013 and 11th of his career with a strong pass of 3.819 at 321.04. Langdon, who has a class-best five wins this year and earned three bonus points with the quickest pass of the first session, will meet T.J. Zizzo in the first round of eliminations.

?It was huge to come out here and make as strong a run as we did in the first session,? said Langdon, who claimed the No. 1 qualifying spot in Dallas for the second straight year. ?It was our goal to try to bring the deficit behind (points leader) Spencer Massey to less than one round. Now our focus is to win the race.?

Doug Kalitta claimed the No. 2 spot with a run of 3.825 at 318.39 in his Mac Tools dragster. Protect the Harvest/MAV TV dragster driver Brandon Bernstein, who holds the track record in Dallas, secured the third spot after going 3.827 at 316.38. Fellow Texans Steve Torrence and points leader Massey, who has been the runner-up at his home track the past two years, took the No. 4 and No. 8 qualifying positions, respectively.

In Pro Stock, Texas native and fan favorite Enders-Stevens earned her first No. 1 qualifier position of the season and sixth of her career with a stellar performance of 6.557 at 210.93 in her newly-funded Husky Liners Chevy Cobalt.

"This is a great feeling for sure, especially doing it in front of my hometown fans in Texas," Enders-Stevens said of her first No. 1 qualifier in her home state of Texas. "It was kind of nerve-wracking with only two qualifying sessions, so I hope to have more peace of mind during Sunday's eliminations."

Rickie Jones in his Elite Motorsports Chevy Camaro took the No. 2 position with a run of 6.574 at 211.33 while his teammate, Gray Motorsports Chevy Camaro driver Shane Gray, finished as the No. 3 qualifier with his pass of 6.591 at 210.77.

Enders-Stevens, who currently sits in the No. 7 spot in the series points standings, will take on fellow Texan Chris McGaha in the first round. Points leader Mike Edwards qualified No. 6 and will race Larry Morgan in the opening round.

The battles that remain for LGBT equality in the military

WASHINGTON ? Today, on the two-year anniversary of the repeal of ?Don?t Ask, Don?t Tell? (DADT), the discriminatory policy that prevented LGBT service members from serving openly, the Center for American Progress released a report offering recommendations for the military to achieve full equality for its LGBT service members.

Even though sexual orientation is no longer grounds for dismal from the military, and the federal government ? including the Department of Defense ?now recognizes same-gender spouses for the purpose of federal benefits, the repeal of ?Don?t Ask, Don?t Tell? and the Supreme Court?s decision striking down Section 3 of the Defense of Marriage Act do not mean the end of discrimination for the LGBT Americans who serve in our nation?s military.

?Two years ago today marked the first time in American history when gay, lesbian, bisexual, and transgender, or LGBT, members of our military could serve openly and with integrity,? said Laura E. Durso, director of the LGBT Research and Communications Project at the Center for American Progress.

?We should take today not only to remind ourselves how far we have come in the march toward full equality in the military, but also to rededicate ourselves to supporting and providing for every brave man and woman who wears the uniform, LGBT or not. There?s still more work to do, and we owe all our service members the resolve to see it through.?

The report offers the following recommendations to end discrimination for LGBT service members:

* Congress should pass the Charlie Morgan Military Spouses Equal Treatment Act to expand federal benefits to all legally married same-sex spouses of service members and veterans regardless of the state in which they live.

* Congress should pass the Restore Honor to Service Members Act to streamline and expedite the process of upgrading Less than Honorable and Other than Honorable discharges based on sexual orientation.

* Congress should remove consensual sodomy as an offense.

President Barack Obama should sign an executive order banning discrimination on the basis of sexual orientation in the U.S. armed forces.

The Department of Defense and Department of Veterans Affairs should revisit medical regulations pertaining to veterans? health, HIV criminalization, and transgender service.

Why the iPhone 5c will sell well (it's not about you)

Some in the tech press and analysts have been quite vocal about their ambivalence (occasionally dipping into outright loathing) about the iPhone 5c. I'm excited about it. I'm not excited about owning one - I already have an iPhone 5 - but I'm glad to see Apple do it. Because I think Apple's going to sell a lot of them.

If you're a spec-monkey, the iPhone 5c gives you cause for your ambivalence. It's largely unchanged from the iPhone 5, except for higher-quality FaceTime camera on the front and a slightly larger battery.

But here's the thing, it's not for you.

Mainstream consumers don't care

Apple sells the vast majority of its iPhones to regular people. Muggles. Folks who don't scour the Internet looking for the latest news and information about their devices. People who don't read iMore. Or any other Apple-centric web site, for that matter.

Folks who couldn't care less that the iPhone 5c doesn't have a lot of new bells and whistles.

They go to the store when their contract is up, or when their phone breaks, and they shop for a new phone. Many of them will stick with iPhones, because that's what they're used to. Some of them will try iPhones for the first time, after trying something else and coming away dissatisfied.

What they know is that it's new, and it comes in colors, and it makes phone calls and runs apps.

Comparison shopping

Sure, some of those people will compare the iPhone 5c to the iPhone 5s. And some of them may find the iPhone 5c lacking. They'll think the extra features merit the extra price.

But many people are also going to want value. Many people aren't going to want to (or simply can't) spend the extra $100 to get an iPhone 5s.

For them, there's the iPhone 5c. And for the really cash strapped, there's still the 4s.

And like it or lump it, the colored cases of the iPhone 5c are bound to be popular with folks who are looking to personalize their iPhone and add some uniqueness to their handset.

The iPhone 5c offers some solid and obvious reasons to consider over the iPhone 4s. The bigger screen is the most obvious; the LTE support is another benefit that will resonate with mainstream consumers - it has faster data. The camera's a lot better. A lot faster under the hood too.

A lot of people with strong opinions about the iPhone 5c have already made up their mind about it, and I'm not trying to change their opinion. I'm just trying to offer some perspective here. In the end, the iPhone 5c is going to be popular because it's an iPhone, and Apple still makes stuff that people want.

India and Pakistan: If two PMs meet

The annual session of the UN General Assembly is now imminent and the heads of countries across the globe are getting ready to visit New York for the occasion.

This grand gathering provides an opportunity for the world?s leaders to address the General Assembly and also to meet among themselves outside the formal conference.

This year, as is customary, the prime ministers of both India and Pakistan are expected to be at the UN, and as so often in the past, there is much discussion about the desirability of their getting together for what would be their first meeting after Nawaz Sharif?s swearing-in.

These are seldom trouble-free occasions, for Indo-Pak relations are only rarely without strife that taps into the latent hostility between them.

This year is no exception: incidents along the Line of Control?(LOC) in which there have been exchanges of fire and lives have been lost have brought about a marked deterioration in relations, with India especially incensed by the ambush of a patrolling party in which several soldiers were lost. The public clamour as a result of this provocative incident has made it difficult for the Indian authorities to plan for a meeting with the Pakistani leader in New York.

Overtures have come from the other side but are yet to meet a positive response. Yet the door has not been closed and the meeting in Bishkek, Kyrghyzstan, between the Foreign Minister of India and the senior representative of Pakistan has revived expectation that the Prime Ministers may be able to get together after all.

This is a not wholly unfamiliar scenario and something similar has been seen time and again. Terrorist incidents have been engineered on several occasions with the evident purpose of interrupting the laboured yet persistent effort to bring a measure of predictability and normality into bilateral relations.

The leaders, who may be looking for ways forward, find themselves hard pressed by the actions of the terrorist groups and the shady organisations behind them, which are bent on halting moves towards dialogue. Against such a background, the possibility of a meeting between the two prime ministers acquires significance even if nothing much more than an exchange of courtesies and a brief review of the prevailing situation can be expected from it.

In the present case, no preparations have been made that could lead one to expect that substantive bilateral agreements could be on the cards, so the active speculation surrounding the event may be misplaced. This is not to diminish its importance, for the relationship between the two countries is of prime significance to each of them, which is why they keep returning to it even when the circumstances are not very encouraging.

Should they meet in New York, which now seems distinctly possible after the Bishkek meeting of the ministers, even though no major result may be attainable, the leaders could try to set in motion improved procedures for reducing the risk of armed confrontation along the LOC.

This is where the two sides have most recently been at odds and this is where trouble could flare up again. Several practical ideas for better management and risk reduction along the LOC have been advanced in recent years and could be taken up at the appropriate time.

One obvious way is for the troops on both sides to pull back from the forward positions where they are "eyeball to eyeball" and the risk of conflict is ever-present, but this may not prove acceptable so long as any stepping back by India could be seen as a lowering of the barrier to infiltration from the other side, something that remains a major plague to Indian security.

So the kind of arrangement that was agreed with China, where both moved back by agreement, may not be practicable here, but yet it is important to have better management procedures that reduce the risk of a sudden flare-up. Some form of understanding on this point, however limited in reach, could be a useful outcome from the meeting.

It would also be helpful if the meeting could lead to progress on matters where a measure of agreement already exists. Trade is one such: both sides recognise mutual interest in trade expansion and have often signified their intention to do something about it, but momentum has been lost owing to persistent problems in other aspects of the bilateral ties.

Nawaz Sharif has shown particular interest in the growth of trade and this can encourage a more determined effort to achieve results. Yet it should not be forgotten that his predecessor,?Zardari, was no less interested in improved trade but could not ultimately do a great deal to open the gates wider. It will require concerted effort at the top to obtain the results that both leaders wish to see.

Apart from trade, there are several other issues that remain in limbo despite both sides having agreed to take them forward. Perhaps the one that evokes the greatest expectation among the voiceless many on both sides is the matter of visas.

After much deliberation, it was agreed that entry visas should be given on arrival to senior citizens, a decision that created much anticipation among ageing members of divided families. But this, too, has remained on hold as relations have taken a dip.

Maybe the meeting in New York can set in motion ways and means of settling such subjects, which are not inherently controversial and would bring equal benefit on both sides of the border. Yet so long as the overall relationship itself is beset with uncertainties, things can readily go wrong and forward steps reversed. The two sides need to advance towards a broad settlement of their differences on all fronts, without which, as experience has shown, backsliding on more limited agreements is all too likely.

Over the last few decades there have been many occasions when various issues, including nearly all of those listed on the agenda of the composite dialogue, have been brought close to agreement only to remain finally unresolved. So it is important to aim at something more than the piecemeal, occasional agreements that are littered in the story of Indo-Pak relations.

The most ambitious effort to bring about a broad settlement in detail is the back channel effort between Mr Manmohan Singh and Gen. Musharraf. No official accounts have been provided but there are several reports by those in the know, especially from Pakistan, that outline a different order of relations that was envisaged and largely agreed in the back channel. To revive and build on that is the real task before the leaders.

Inter-Korean industrial zone reopens

South Korean businessmen crossed into North Korea on Monday as the joint Kaesong industrial zone reopened five months after it was closed by soaring military tensions and threats of war.

In the most tangible outcome to date of recent efforts to improve inter-Korean relations, dozens of cars, trucks and factory managers crossed the border shortly after 8:30am (2330 GMT Sunday).

"I hope we can work together well again, just like before," said the 50-year-old manager of a Seoul textile company who declined to be named.

The optimistic mood at the Kaesong border checkpoint contrasted sharply with the sense of impending disaster that had loomed over the closure of Kaesong back in April.

Months of heightened military tensions, with Pyongyang issuing daily apocalyptic threats of nuclear strikes, saw North Korea withdraw its 53,000-strong workforce from the joint industrial zone.

As military tensions eased, the two Koreas agreed last month to work together to resume operations.

As part of the deal, the North accepted the South's demand that efforts be made to encourage foreign investment in Kaesong.

Seoul believes having vested interests outside the Korean peninsula involved in Kaesong will make it harder for Pyongyang to shut down the complex the next time North-South relations go into freefall.

"Honestly, I still feel a bit nervous because you never know whether the North will change its mind in the future," the textile company manager told AFP.

"Who knows if a crisis like this will happen again?" he told AFP.

Born out of the "sunshine" reconciliation policy initiated in the late 1990s by then-South Korean president Kim Dae-Jung, Kaesong was established in 2004 as a rare symbol of inter-Korean cooperation.

It provided an important hard currency source for the impoverished North through taxes, other revenues, and its cut of workers' wages.

It had appeared immune to previous downward spirals in North-South relations, but finally fell victim to the months of tensions that followed the North's nuclear test in February.

Pyongyang initially barred South Korean entry to the park in early April and shortly afterwards withdrew its workers -- effectively closing down the complex, which houses production lines for 123 South Korean firms.

Each side blamed the other, with the North insisting its hand was forced by hostile South Korean actions -- in particular, a series of joint military exercises with the United States.

The most immediate task for the South Korean managers is to inspect the state of production lines that have been out of operation for nearly five months, and to determine how quickly they can get them up and running again.

The South's Unification Ministry said 820 South Korean managers and workers planned to cross the border into Kaesong on Monday, with more than 400 to stay overnight to oversee production operations.

"I'm glad things have returned to normal finally," said Shin Han-Yong, the chief executive of the Shinhan Trading company.

"I never believed the complex would be permanently closed. I think things will be alright from now on," Shin said.

In an effort to prevent any future closures, the North and South have created a joint committee to oversee Kaesong and deal with any problems related to its operations.

The South Korean co-chairman Kim Ki-Woong said future committee talks would focus on ensuring that Kaesong becomes internationally competitive.

"To reach this goal, there are still quite a few problems to resolve, even though the factory park itself has reopened," Kim said.

Kaesong, on paper at least, has always been open to foreign investors although none have taken the plunge and set up business there.

A road show for foreign investors is scheduled to be held in Kaesong in October, but many experts question who would be attracted by a project jointly run by two countries that are still technically at war.

"What foreign firm in their right mind would consider investing in Kaesong?" asked Aidan Foster-Carter, a noted Korea expert at Leeds University in Britain.

"There are a myriad separate reasons to steer well clear," he wrote in a commentary for the Wall Street Journal.

New Egyptian petition: Run, General, run

CAIRO (AP) ? A group of Egyptian professionals, lawyers and ex-army officers on Monday launched a campaign to collect signatures urging the country's military chief to run for president, just two months after he ousted the first elected leader.

Organizer Rifai Nasrallah, a judge, said the goal of the petition titled "complete your good deed" is to make Gen. Abdel-Fattah el-Sissi give in to popular will and run for president, by collecting more than 30 million signatures around Egypt.

"We are here today because we want you a leader, a chief, and a president for Egypt," Nasrallah told the launch gathering at a hotel in Cairo. Addressing el-Sissi, he said: "Don't forget that you told the Egyptian people to ask and you will respond. Here we are asking you to be president of Egypt."

The petition is modeled after Tamarod, or Rebel, a campaign which spearheaded protests against Islamist President Mohammed Morsi. Tamarod said it collected 22 million signatures demanding Morsi step down.

After days of protests, el-Sissi removed Morsi, and appointed an interim civilian leader. Morsi supporters still protest the coup, but el-Sissi and other supporters of his moves said the military chief was only acting in response to the people's demands, dismissing charges it was an orchestrated military coup.

According to the roadmap announced by the interim civilian president Adly Mansour, and backed by the military, presidential elections are expected early 2014, after a referendum on constitutional amendments and parliamentary elections. Organizers say they don't have a deadline for their petition and once they collect the signatures, they plan to deliver them to el-Sissi.

Since Morsi' ouster, el-Sissi's star has risen. Songs of praise for him and the military are flooding the airwaves, posters of him in his trademark dark glasses and military cap, filled street walls and videos of him addressing troops or training with them are also a staple on private media.

The wave of adulation fed speculation that he will be running for president, reports that the military spokesman denied in an interview with an English language daily. The spokesman however said there is nothing stopping the general from running if he retired.

Support for a strongman to lead Egypt follows nearly three years of turbulent political transition, with almost daily protests that have progressively turned violent, and an economy in tatters. Many Egyptians have also been disappointed in the youth groups and new political parties that sprung after the ouster of Hosni Mubarak, failing to see a potential leader that can realize the January 25, 2011 calls for change and improvement in living conditions.

The rise of Islamists to power also alienated many, including revolutionary groups who backed Morsi for president in the 2012 election, mostly because they wanted to keep his opponent in the race, a former Mubarak-era prime minister. Criticism quickly grew of Morsi and his allies, with many accusing them of monopolizing power and creating a new power-cliques instead of realizing demands for better wealth distribution, economic development, and improved freedoms.

Reda Said Mohammed, a Cairo resident, said he would back el-Sissi for president campaign because a civilian will not be able to reel in the country in hard times.

"Under a civilian president, things spiraled out of control," Mohammed said. "I would have like that el-Sissi would have waited a bit, so that he won't be accused of orchestrating a coup for his, but I will support him still."

Ex-military officer Metwalli Sherif, one of the organizers of the petition for el-Sissi, said the general passed the difficult test of responding to the will of the people and removing Morsi.

"He took hard decisions before," Sherif said, explaining why el-Sissi qualifies for the post. "He did something difficult and came down to the will of the people...This time it will also be the will of the people."

Claim energy efficiency tax credit for homeowners before it?s gone

The federal government wants to encourage homeowners to make their homes as energy efficient as possible. To do so, back in 2005 Congress enacted a tax credit for ?nonbusiness energy property.?

This was a tax credit (subject to a $500 lifetime cap) for certain energy efficiency improvements to a taxpayer?s existing principal residence. The credit expired at the end of 2011, but was brought back from the dead by the fiscal cliff tax deal back in February. It was made retroactive to apply to 2012 and then expire at the end of 2013.

So, if you haven?t used up your lifetime $500 limit already, 2013 could be your last chance to do so.

You may claim a credit of 10 percent of the cost of certain energy-saving property that you added to your main home. This includes the cost of qualified insulation, windows, doors and roofs. You can claim no more than $200 in total credits for doors.

You can also obtain the credit if you install specified types of ?qualified residential property.? You can get a credit equal to the full cost of the equipment up to the following caps:

  • advanced main air circulating fan: $50
  • natural gas, propane, or oil furnace or hot water boiler with an annual fuel utilization rate of 95 or greater: $150
  • electric heat pump water heater with an energy factor of at least 2.0: $300
  • electric heat pump that achieves the highest efficiency tier established by the Consortium for Energy Efficiency: $300
  • central air conditioner that achieves the highest efficiency tier established by the Consortium for Energy Efficiency: $300
  • natural gas, propane or oil water heater that has either an energy factor of at least 0.82 or a thermal efficiency of at least 90 percent: $300
  • biomass stoves that use ?plant-derived fuel available on a renewable or recurring basis, including agricultural crops and trees, wood and wood waste and residues (including wood pellets), plants (including aquatic plants), grasses, residues and fibers?: $300

Such property must meet certain energy efficiency requirements for you to qualify for the credit. For purposes of taking the credit, you can rely on a manufacturer?s certification in writing that a product is qualified residential energy property. Do not attach the certification to your return. Keep it for your records.

To obtain the credit, you must file IRS Form 5695, Residential Energy Credits, with your tax return. Because the credit was made retroactive to Jan. 1, 2012, it can be used for qualified equipment you installed any time during the past year as well as through Dec. 31, 2013. If you qualified for the credit in 2012, you can amend your tax return for that year to claim it.

After 2013, the only energy efficiency credits sure to be available are those for installing residential alternative energy equipment such as solar panels and geothermal heat pumps. The Race to Be India?s Next Prime Minister Is Narendra Modi?s to Lose

Election season took off in India today, as television cameras tracked the vehicle of Gujarat Chief Minister Narendra Modi from the New Delhi airport to a board meeting of the Bharatiya Janata Party (BJP) in the capital. By evening, the long-anticipated deed was done: The divisive and charismatic Modi had been chosen by the nation?s main opposition party as their official prime ministerial candidate. Despite fierce objections within the BJP?s upper ranks, party president Rajnath Singh named the chief minister of the western Indian state to helm the party?s push toward national elections scheduled next year? and kicked the ball squarely into the ruling Congress Party?s court.

In some ways, this wasn?t the biggest news of the day in India. In the hours leading up to the announcement, the long-awaited verdict came down in the infamous Delhi rape case, with all four men found guilty sentenced to death. India?s Twittersphere exploded with a spasm of angst over violence against women and capital punishment in India, where the death penalty is reserved for the ?rarest of the rare? cases.

A few short years ago, Modi?s ascension to the top political circles in the world?s largest democracy would have caused its own social media furor. The ambitious politician, though never convicted, has never been able to shake allegations that he failed to intervene in anti-Muslim riots that erupted in Gujarat on his watch in 2002. As many as 1000 Muslims were killed in days of violence that gripped the state, and for several years after, critics who blamed Modi for inflaming the rioters felt reasonably assured that he could never be considered a viable candidate for prime minister in a nation where over 13% of the population is Muslim. In 2005, he was denied a visa to the U.S., and he has has not visited the country since.

But at home, as the skilled politician built up accolades for the efficient management and relative prosperity of Gujarat, voters have kept him in power, and BJP leaders have embraced him as the best chance for the party in 2014. Many Modi detractors have watched in disbelief as support for him has risen; in one recent poll, he was preferred as the next leader of the nation over Congress political scion Rahul Gandhi, with 19% of respondents saying they would choose Modi as PM and only 12% saying the same for Gandhi.

How Modi?s divisive persona will play out amongst voters over the next year is far from clear. Internally, Modi?s top-down leadership style has come under scrutiny as a potential liability in India?s often-fragile coalition politics. ?NaMo? has also created a rift in his own party. Veteran BJP operator L.K. Advani, who reportedly harbors his own prime ministerial ambitions, has refused to give his consent to his junior?s promotion, raising objections that the controversy surrounding the candidate will draw votes away from the party in key states. In a show of protest, Advani did not attend the meeting in Delhi on Friday. ?I promise that in the 2014 election, the BJP will emerge victorious,? Modi told reporters after the meeting. ?The party will work hard and we will leave no stone unturned.?

If Modi does hurt the BJP as the chosen frontrunner, the party may squander an opportunity handed to them by an embattled Congress-led government. In a July poll conducted by CNN-IBN-The Hindu, only 38% of India?s urbanites were satisfied with the government?s performance, down from 49% in 2011. A loss of confidence in India?s economic miracle and the stench of scandal that has clung to the ruling United Progressive Alliance (UPA) coalition in its second term has opened the door wide for the opposition to make its case to voters in the world?s largest democracy that it?s time for a changing of the guard.

The Congress Party has been trying to shore up support, taking a series of decisive steps to get the economy back on track and successfully pushing through new laws that will appeal to its own vote base, including bills that provide more food support to poor families and firmly support farmers? land rights against big development.

But with Modi front and center, the party will need to do much more ? including anoint its own frontrunner to explain to 1.2 billion Indians why Congress is still the right choice for the country. Rahul Gandhi, the son of Congress Party leader Sonia Gandhi, is in a natural position to take on the job. But he has not shown any particular zeal for the role, and it is unclear when and if he will ever willingly step forward. One thing is certain: If Congress doesn?t find somebody for the job soon, they risk letting the next few months shape up to be a one-man race.

NYT: Nokia was testing Android on Lumia phones before Microsoft deal

Microsoft officially acquired Nokia's devices group to improve the overall Windows Phone platform. The New York Times, however, hears from sources that the company may have had another incentive: Nokia had been testing Android on Lumia devices. The Finnish firm reportedly started experimenting with Android "well before" the deal, making it easier to switch platforms if the Microsoft partnership didn't last beyond 2014. Nokia's potential OS switch wasn't mentioned in the acquisition discussions this year, according to one tipster. Even so, the sources claim that Microsoft's executives knew of the project's existence -- they would have understood the consequences of losing Nokia's support. Microsoft and Nokia have so far declined to comment on the rumor, but it's clear that any Android-based Lumias are now consigned to the history books.

Midwest Energy Offers Reward for Metal Theft

Midwest Energy is offering a $1,000 reward for information leading to the arrest and conviction of the person(s) responsible for the theft of several brass switch tops earlier this month, from a storage yard near Colby. Screen Shot 2013-09-13 at 4.46.37 PM

Sometime between Sept. 1 and Sept. 13, thieves cut the fence at a Midwest Energy outdoor storage facility in the 1200 block of North Franklin, just North of the Colby city limits. They pried opened several storage crates containing electrical switches. Thieves stole the brass tops from a dozen switches, valued at over $10,000, rendering them useless in the event of a storm or an outage.

The Thomas County Sheriff?s Department is leading the investigation into the theft.

?The switch tops themselves have no other application, other than as scrap metal,? said Chris Gerstner, Colby Operations Manager for Midwest Energy. The scrap value of the metal is minimal, estimated at less than $300. Scrap dealers in Kansas, Nebraska and Colorado are aware of the theft, and are looking for persons trying to sell the uniquely shaped items.
