WASHINGTON (AP) ? The GOP-controlled House and the Democratic Senate remain at loggerheads over debt legislation required to avoid a first-ever default on U.S. financial obligations as lawmakers and the White House head into a pressure-packed weekend in search of compromise.
A week of extraordinary partisanship was capped by a power play by Senate Democrats, who killed a House-passed debt limit increase and budget-cutting bill Friday night less than two hours after it squeaked through the House. Senate Majority Leader Harry Reid, D-Nev., set up a test vote for the wee hours of Sunday morning to break a GOP filibuster.
Before then, however, the House was set to even the score by voting Saturday to reject an alternative measure by Reid even before the Senate has taken it up.
Democrats, Republicans and the White House, meanwhile, are expected to be deep in conversation in hopes of a potential compromise. Senate GOP leader Mitch McConnell of Kentucky is likely to play a pivotal role.
"There is very little time," President Barack Obama said Saturday in his weekly radio and Internet address. He called for an end to political gamesmanship, saying "the time for compromise on behalf of the American people is now."
The outcome of the weekend endgame was anything but clear as Democrats and Republicans remain at odds over how to force lawmakers to come up with additional budget savings later this year beyond the almost $1 trillion in agency budget cuts over the coming decade that they basically agree on.
After a brutal week on Wall Street ? investors lost hundreds of billions of dollars as the markets lost ground every day ? pressure is intense to produce an accord before the opening bell on Monday.
The House measure squeaked through on a 218-210 vote, with 22 Republicans joining united Democrats in opposing the GOP measure, which pairs an immediate $900 billion increase in U.S. borrowing authority along with $917 billion in spending cuts spread over the coming decade.
Friday's roll call came after House Speaker John Boehner, R-Ohio, had been forced to call off a vote slated for Thursday in the face of tea party opposition to the measure. He added a provision requiring that a second, up to $1.6 trillion debt increase be conditioned on House and Senate passage of a balanced-budget amendment to the Constitution, which would require an unrealistic two-thirds vote by each chamber to send it to the states for ratification.
Boehner's move only cemented Democratic opposition to the measure and complicated prospects for a weekend compromise that could clear both houses and win Obama's signature by next Tuesday's deadline. And by appeasing the tea party by adding the balanced-budget amendment poison pill, Boehner seemed to hand endgame leverage to Reid and Obama.
Boehner said the House bill ? before the addition of the balanced-budget amendment ? mirrored an agreement worked out with Reid last weekend.
"Now the bill before us still isn't perfect," Boehner said as he closed debate. "It's imperfect because it reflects an honest and sincere effort to end this crisis by sending a bill over to the Senate that at one time was agreed to by the bipartisan leadership of the United States Senate."
Still, as soon as the measure reached the Senate side of the Capitol, Senate Democrats scuttled the measure without so much as a debate on its merits. The vote was 59-41, with all Democrats, two independents and six Republicans joining in opposition.
Reid's alternative measure would raise the debt limit by up to $2.4 trillion, enough to meet a demand by Obama that the increase be sufficient so that Congress doesn't have to wrestle with it again until 2013.
Administration officials say that without legislation in place by the end of Tuesday, the Treasury will no longer be able to pay all its bills. The result could inflict significant damage on the economy, they add, causing interest rates to rise and financial markets to sink.
Executives from the country's biggest banks met with U.S. Treasury officials to discuss how debt auctions will be handled if Congress fails to raise the borrowing limit before Tuesday's deadline.
But White House press secretary Jay Carney said the administration did not plan to provide the public with details Friday on how the government would prioritize payments.
The day's economic news wasn't very upbeat to begin with ? an economy that grew at an annual rate of only 1.3 percent in the second quarter of the year.
At the White House, Obama cited the potential toll on the economy as he urged lawmakers to find a way out of gridlock.
He said that for all the partisanship, the two sides were not that far apart. Both agree on initial spending cuts to take effect in exchange for an increase in the debt limit, he said, as well as on a way to consider additional reductions in government benefit programs in the coming months.
"And if we need to put in place some kind of enforcement mechanism to hold us all accountable for making these reforms, I'll support that, too, if it's done in a smart and balanced way," Obama said.

NOTTINGHAM, England (AFP) ? India fast bowler Zaheer Khan has been ruled out of the second Test against England at Trent Bridge with a hamstring injury, captain Mahendra Singh Dhoni said Thursday.
Left-arm quick Zaheer broke down in the first Test at Lord's, which India lost by 196 runs, after taking two wickets for 18 runs in 13.3 first innings overs and didn't bowl again in the match.
The 32-year-old was instrumental in India's seven-wicket win in the corresponding Trent Bridge Test against England four years ago, taking nine wickets for 134 runs in the match.
Now his place is set to go to either fast bowler Shanthakumaran Sreesanth or seamer Munaf Patel.
"I think he is ruled out of this game," Dhoni speaking to reporters at Trent Bridge on Thursday, the day before the second Test starts, said of Zaheer.
"It's always good to have him in the side because he is our most experienced bowler, especially when it comes to England, he has played a lot of cricket over here for counties and the last time India were here (in 2007) he bowled really well.
"It's a bit disappointing not to have him for selection in the first XI but it is something that is beyond our control and it gives a chance to the other bowlers to prove their mettle when it comes to international cricket."
Dhoni added: "Overall it's a win-win situation for the Indian team because we can't really sit and say Zaheer is not there. We have to look at the positive, which is some of the other bowlers will get to have a look at international cricket."
Wicketkeeper-batsman Dhoni, who refused to divulge the identity of Zaheer's replacement at Trent Bridge, said he hoped India's spearhead would be fit in time for the third Test of this four-match series, starting at Edgbaston on August 10.
"We are expecting that. He started light training yesterday (Wednesday) but again it is something we can't 100 percent be sure about but most likely it seems he will."
India also have a doubt over opening batsman Gautam Gambhir, who suffered an elbow injury when hit fielding at short leg at Lord's.
"We'll give him some time, and see how he goes through the net sessions today (Thursday)," Dhoni said of Gambhir.
"He's the only person who can judge the right amount of pain he can go through and still be able to perform."
Dhoni, asked if Gambhir was doubtful for the second Test, replied: "As of now, yes."
If he were ruled out Rahul Dravid, as happened in the second innings at Lord's, would be promoted to open the innings with Yuvraj Singh in line to take Gambhir's place in the team.

College Station recall revision may have to wait

Many had expected the city to revise the recall process in May 2012. But now -- due to a new state law -- it may have to wait until at least 2013.
The reason is that the recall procedure is set in the city charter, which can only be changed by a city-wide vote. But a new state law has made it nearly impossible for College Station to have such a vote in 2012.
So instead they have two choices: Rush the issue to the ballot by this November or wait until 2013.
The Citizens Charter Review Committee, appointed by the council to provide advice on the charter, has voted to wait.
"It was just too tight of a timeframe to get adequate public input from the commission in time to come up with the ballot language," said Lynn McIlhaney, who chairs the citizens' board.
In order to put the issue on the ballot for November, the council would have to approve the language of the propose amendment by Aug. 12. But the council only has one scheduled regular meeting between then and now, on Aug. 11. City officials said they worry that that is not enough time to take on such a change.
One proposed charter amendment will definitely be on the November ballot: Voters will be asked to decide how the city's elections should change to line up with the new state law.
City council elections are scheduled in May of each year, and members serve staggered three-year terms. But the Texas Legislature this year moved the date of party primary runoffs in the state to May, which will overlap with the city races. Brazos County doesn't have the resources to run two elections at once, so both Bryan and College Station will need to adjust.
College Station City Secretary Sherry Mashburn has given the council two choices: Change their term lengths so that elections are only held on odd-numbered years -- when there are no primary races -- or move the elections to November. Either way, voters will need to approve the change in November, Mashburn said.
That disrupts the already-scheduled review of the city charter because College Station can only have a charter election once every two years.
The idea of changing the recall rules arose this year when Mayor Nancy Berry and councilmembers Katy-Marie Lyles and Dave Ruesink were targeted for the action because of their support of the annexation of Wellborn. Some Wellborn residents collected enough signatures to put the candidates' recall on the ballot, but were easily defeated at the polls in May.
The issue was a major distraction from the governance of the city and should be prevented in the future, proponents of the change have said. In College Station, voters don't need a reason to seek the removal of an elected official. In other cities, such as Bryan, recall is only allowed in cases of incompetence, official misconduct, criminal conviction or habitual drunkenness.
"We just lived through a year of disruption that we don't care to have to go through again," Councilman Karl Mooney said this week. "My concern is that waiting two years or 18 months is too long to address those things. We saw that it takes six months to be disruptive."
The council could still vote to place the issue on the November ballot. They have called a special meeting for Aug. 8 to consider proposed charter amendments. But other members have indicated that they have no problem waiting.
"I think as far as the recall issue, the urgency of it in my mind has somewhat been abated in the last election when people realized how much it was being misused," said Councilwoman Blanche Brick.

The tragic events in Norway have raised political questions about multiculturalism, society and crime and punishment.
BBC News website readers in Norway share their opinions on whether or not politics in Norway might or should change in the wake of these events.
I hope that the people of Norway will become more conscious of how important it is to accept that our culture is in fact changing as a result of increased immigration. The irony is that the ruling party has become more and more sceptical to immigration over the last 10 years, partly owing to losing votes to Fremskrittspartiet, a party strongly opposed to immigration.
This party has become the second largest party in Norway which indicates that Norwegians are not united in questions of multiculturalism. Anders Behring Breivik might have come to believe that he could increase this division among the Norwegian people, but I believe he has accomplished quite the opposite.
I cringe at the use of the word ?multiculturalism?. I?ve never heard it before this weekend and I don?t want to hear about it again. I understand the concept and the general meaning of the word, but I disagree on the premise that society needs to be explained in terms of which culture you belong to.
You?re either a member of society or not. Multiculturalism is a term used to section society into smaller pieces that illustrate belonging and identity. I don?t find it a fruitful method of distinction. If you live in Norway, you are a part of that society it is that simple. And as a part of society, you need to obey the laws. Anders Behring Breivik did not obey these laws.
In my opinion Norway has always been a largely tolerant society. What has been good to see, is that even the far-right movement in Norwegian politics are condemning the attacks. Now many people, me included, think that the killer is being treated much too leniently. But at the same time, the majority of people are against the death penalty.
I have always rejected the arguments of the extreme right on immigration, most immigrants to Western Europe are just searching for a better life. Because immigrants tend to stick together in their new countries you will, to some extent, get high concentrations of foreigners in some areas. This makes the uninformed and bigoted very scared. The terror attack in my country last Friday has made me even more determined to explain to the uninformed how important immigration is to our small country.
Norway is not the ?happy valley? that the prime minister would like it to be, and we are not as united.
The fact is, the majority of people are opposed to the multiculturalism the government is promoting. We have seen clearly the problems that immigration creates, and the worst thing is we are not allowed to express that opinion. So, I?m not surprised about what happened.
These attacks have, if anything made me realise that I have been born and raised in one of the most open democracies in the world, and looking back I have enjoyed the benefits of this without really reflecting on them.
Things that I have always taken for granted, from being able to be a member of a political youth organization, to freedom of speech and democracy have suddenly become things that I am willing to fight for. Anders Behring Breivik has made me realise that there are people around me who have beliefs and ideas of what a healthy society is, ideas which are so distinctly different from my own.
In my opinion these attacks have highlighted how it is not multiculturalism that poses a threat to our country, but rather how extremist groups of any belief are a threat to open democracy.
These events have not changed my thinking about Norwegian politics. I am not surprised at what happened, but it seems that most people in Norway are. I think because Norwegians in general are very naive, they always want to think good things about other people. They see themselves as living on an island isolated from the terrible world outside.
We know that a lot of people in Norway, as in many other countries, are concerned about immigration. Norway has a very good social programme and can inspire many people to come to Norway ? not to work, but to live on social welfare. This upsets a lot of Norwegians.
Some immigrants want to bring their own culture to Norway and some Norwegians see this as a reason against multicultural development.
With all this in mind, I am not surprised that ultraconservative elements in Norway exist, but I am surprised that one man could murder children and youngsters like he did.
Norway has had a remarkable political consistency, even through changing governments. I do not think a person representing a marginalised fraction will change this. We are prepared to fight terrorism with democracy.
Regarding Anders Behring Breivik, he will be dealt with according to Norwegian law, and except from his own marginalised political fraction, I do not think anyone would like to see capital punishment introduced in Norway, not even among those closest to his victims.
I agree to a certain extent that this attack will mean more focus on the possibility that attacks of this nature can occur in Norway. On the other hand people need to realise that these kinds of attacks can be done by any extremist, regardless of political group.
There has been a rise in the number of right wing parties in Norway recently, I think this is a result of reforms and reorganisation of pensions, hospitals, taxes, fuel prices and so on. The left wing parties and their politics have resulted in more people living in poverty and social care.
Right wing parties wish to stop prices and taxes going up. They also wish to decrease immigration of non-western immigrants and asylum seekers. Any party arguing for more restrictive immigration policies will be affected by what has happened here.

Peres also praised the protesters. "It is easy to go out and demonstrate, but when they shoot at you? It is amazing," the president said. "Their courage and firm stance are honorable."
He suggested that regime change could help pave the way for an eventual peace treaty between Israel and Syria.
"Those who seek peace will prevail," he said.
Israel and Syria are bitter enemies, but their border has been mostly quiet during the four-decade rule of the Assad family. Some in Israel are uneasy about the prospects of instability in Syria if Bashar Assad is deposed.
As president, Peres has largely refrained from voicing political opinions, making Tuesday's comments all the more unusual. The setting was also unprecedented, with Peres speaking to about 30 correspondents from leading Arab news organizations, including some from countries that do not have diplomatic relations with Israel.
Peres spoke just days after Prime Minister Benjamin Netanyahu's interview on Al-Arabiya TV, his first with an Arab media outlet since taking office two years ago. In the interview, Netanyahu took a more diplomatic line toward Syria, saying the country's young people deserve a better future but only Syrians could determine who their leader should be.
The interviews have highlighted Israel's efforts at engaging its neighbors as Mideast upheaval continues, and as the Palestinians seek statehood recognition at the U.N. this September.
Peres claimed Israel is "closer than ever" to peace with the Palestinians and insisted gaps between the two sides could be bridged before the U.N. vote in September.
Peace talks have been deadlocked since 2008 over issues like borders, Palestinian refugees and Israeli settlements expansion on war-won lands. In the 1990s, Peres won a Nobel Peace Prize for his efforts to reach a peace deal with the Palestnians.
