Winner of 'Dancing With the Stars' is ...

Updated at 12:24 a.m. ET: It's over! Kellie Pickler is the winner of the 16th season of "Dancing With the Stars." The confetti rained down on the "American Idol" alum and country-music star as she was awarded the coveted (though some might call it a little tacky) mirror-ball trophy on Tuesday night. It's an honor she shares with her pro partner, Derek Hough, who now has the distinction of being the first ever four-time champ on the show.

"Oh my God!" a clearly surprised Kellie exclaimed when her big win was announced. "This is amazing."

It was an "amazing" win that came without the aid of the usual online voting via the official "Dancing" website, thanks to a technical glitch that affected East Coast voters. (According to host Tom Bergeron, in the spirit of fairness, none of the later votes cast on the site were counted either.)

While Disney star Zendaya (who came in second place for the season) was ahead of Kellie by one point going into the finale, Kellie's victory didn't exactly come as a shock. After all, viewers voted Kellie's emotion-packed contemporary freestyle -- the clear showstopper performance from Monday night -- the dance they most wanted to see again at the top of the show. Traditionally, the celebrity with the winning freestyle takes the trophy too, a trend that proved true once again on Tuesday night.

The results came after Kellie and her fellow finalists, Zendaya and Ravens wide receiver Jacoby Jones each performed one last dance, the dreaded "instant dance," wherein each of them learned the music they'd move to shortly before hitting the floor. (Olympic gymnast and final four competitor Aly Raisman didn't participate. She was cut just prior to the instant routines.)

Those last efforts earned rave reviews from the panel and perfect scores for all, but in fairness to Zendaya, her jive was a bit more "perfect" than Kellie's jive and much more so than Jacoby's salsa.

It was Kellie who earned the highest praise from the judges, though.

"I have to be honest with you," Bruno Tonioli told her after the dance, "you remind me of Julianne Hough."

Getting compared to the one of the best dancers ever on the show (and the sister of her own pro partner)? That almost counts as another win.

But those instant efforts weren't the only performances during the two-hour season ender. As is custom on finale night, many of the familiar faces who got the ballroom boot earlier in the competition returned to show off their fancy footwork (such as it is) too.

Reality TV star Lisa Vanderpump impressed with the crowd as she took a spin, both with her former partner Gleb Savchenko and with head judge Len Goodman. And actor-comedian Andy Dick? He reminded fans how he went from underdog to beloved ballroom beginner by delivering one last reason to cheer him on -- not so much for the second take at his Mad Hatter jazz routine (although it was just as entertaining as an encore), but for his willingness to poke fun at his own weepy ways with a mountain of tissue.

There was another returning hoofer hopeful to hit the floor too -- one who wasn't ousted from the game at all, but rather voluntarily bowed out of the ballroom bash. Former Olympic figure skater (and permanent America's sweetheart) Dorothy Hamill, who's past injuries hindered her earlier efforts, joined returning "Dancing" winner Kristi Yamaguchi in a beautiful synchronized routine. During her brief ballroom stint, Dorothy credited Kristi as her inspiration to join the show.

In an unfortunate bit of irony, Dorothy's original partner, Tristan MacManus couldn't join her due to his own injuries.

And that, plus a hefty dose of traditional finale filler, was all there was from the last Tuesday night results show of season -- and possibly ever. "Dancing With the Stars" will return in the fall, but the Tuesday episodes won't.

One in 10 teens using 'study drugs,' but parents aren't paying attention

May 20, 2013 ? As high schoolers prepare for final exams, teens nationwide may be tempted to use a "study drug" ?- a prescription stimulant or amphetamine -- to gain an academic edge. But a new University of Michigan poll shows only one in 100 parents of teens 13-17 years old believes that their teen has used a study drug.

Study drugs refer to stimulant medications typically prescribed for the treatment of attention deficit hyperactivity disorder (ADHD); commonly prescribed medicines in this category include Adderall, Concerta, Ritalin, and Vyvanse.

Among parents of teens who have not been prescribed a stimulant medication for ADHD, just 1% said they believe their teen has used a study drug to help study or improve grades, according to the latest University of Michigan Mott Children's Hospital National Poll on Children's Health. However, recent national data from Monitoring the Future indicate that 10% of high school sophomores and 12% of high school seniors say they've used an amphetamine or stimulant medication not prescribed by their doctor.

Sometimes students without ADHD take someone else's medication, to try to stay awake and alert and try to improve their scores on exams or assignments. Taking study drugs has not been proven to improve students' grades, and it can be very dangerous to their health, says Matthew M. Davis, M.D., M.A.P.P., director of the C.S. Mott Children's Hospital National Poll on Children's Health.

"Taking these medications when they are not prescribed for you can lead to acute exhaustion, abnormal heart rhythms and even confusion and psychosis if the teens get addicted and go into withdrawal," says Davis.

"What we found in this poll is a clear mismatch between what parents believe and what their kids are reporting. But even though parents may not be recognizing these behaviors in their own kids, this poll also showed that one-half of the parents say they are very concerned about this abuse in their communities," Davis says.

White parents were most likely to say they are "very concerned" (54%), compared with black (38%) and Hispanic/Latino (37%) parents.

Despite this concern, only 27 percent of parents polled said they have talked to their teens about using study drugs. Black parents were more likely to have discussed this issue with their teens (41%), compared with white (27%) or Hispanic (17%) parents.

"If we are going to make a dent in this problem, and truly reduce the abuse of these drugs, we need parents, educators, health care professionals and all who interact with teens to be more proactive about discussing the issue," says Davis.

Over three-quarters of parents polled said they support school policies aimed at stopping abuse of study drugs in middle schools and high schools. Overall, 76% of parents said they believe schools should be required to discuss the dangers of ADHD medication abuse.

Another 79% support a policy to require students with a prescription for ADHD medications to keep their pills in a secure location such as the school nurse's office -- a requirement that would prohibit students from carrying medicines of this nature that could potentially be shared with, or sold to, other students.

"We know teens may be sharing drugs or spreading the word that these medications can give their grades a boost. But the bottom line is that these prescription medications are drugs, and teens who use them without a prescription are taking a serious risk with their health," Davis says.?

Nick Jonas, Giuliana Rancic to host Miss USA

(AP) ? Donald Trump's Miss USA pageant will be hosted by a Jonas brother and an E! News personality.

Pageant officials announced Tuesday that Nick Jonas of the Jonas Brothers pop act and Giuliana Rancic, co-anchor of "E! News," will host the June 16 pageant.

The winner of the 62nd annual pageant in Las Vegas goes on to compete in the Miss Universe pageant.

Jonas' brother Joe Jonas was among the judges panel last year, and Rancic hosted.

Contestants will be judged in swimsuit, evening gown and interview categories. The show will also feature a performance by the Jonas Brothers.

Why an 87-year-old took on Donald Trump? 'Someone had to'

CHICAGO (AP) ? An 87-year-old woman who alleges Donald Trump cheated her in a skyscraper-condo sale told jurors Monday she had qualms about suing the real estate mogul and TV celebrity. But, she quickly added, "Somebody had to stand up to him."

Jacqueline Goldberg's comment came during her second and final day on the stand at a civil trial examining her claim that Trump perpetrated a bait-and-switch as she bought properties at the glitzy Trump International Hotel & Tower in downtown Chicago.

The case pits the grandmotherly Goldberg against a New Yorker who revels in his image as a big talker with big ideas. Trump fosters his no-nonsense persona in the catch phrase he uses to boot contestants off his "Apprentice" TV show ? "You're fired!"

A defiant, often agitated Trump testified for two days last week and took verbal swipes at Goldberg in comments to reporters outside the courtroom in Chicago. He asserted that he, not Goldberg, is the victim, saying, "She's trying to rip me off."

On the stand Monday, Goldberg said Trump wooed her into buying two condos for about $1 million apiece in the mid-2000s by dangling a promise to share profits in the 92-story building ? only to snatch that offer away after she committed to buy.

"I felt like I have been conned," she told jurors.

When she learned in 2008 that the profit-sharing was no longer part of the overall deal she thought she had bought into, Goldberg said she was dismayed.

"I didn't want to be in business with someone who would cheat me," she said. "How could I know he wouldn't do it again?"

Goldberg is seeking the return of a $500,000 deposit and other damages, including profit she says she would have reaped had Trump stuck to his offer.

During her first day on the stand Friday, Goldberg told jurors it was Trump's star power and perceived business acumen that initially drew her toward investing with him. But it was the profit-sharing proposal that, for her, sealed the deal, she said.

In his testimony, though, Trump balked at the idea Goldberg didn't know what she had gotten into. He told jurors a provision in a purchasing contract she signed gave Trump the right to cancel the profit-sharing offer and that she bought the condos anyway.

"And then she sued me," he boomed, raising his arms. "It's unbelievable!"

Testimony at the week-old trial was expected to wrap up Tuesday, after which lawyers would deliver their closings before jurors began deliberations.

Conn. derailment to cause 'greatly slowed' commute

HARTFORD, Conn. (AP) ? Railroad officials in Connecticut say the morning commute is going as well as can be expected following Friday's train collision that that injured 72 people and has shut down service.

Metro-North is using a fleet of 120 buses at the Bridgeport train station to help rail commuters make their way around the scene of the accident and help get them get to New York City.

A shuttle train was operating about every 20 minutes Monday morning between New Haven and Bridgeport. Shuttle buses are running between the Bridgeport and Stamford stations, where commuters can then board trains for the final leg of their commute.

Officials say Friday's collision impacts about 30,000 people who normally use the train.

Heavy congestion ? averaging 15 mph ? was reported along Interstate 95 and the Merritt Parkway heading into New York City.

Dior presents cruise fashions amid stars in Monaco

(AP) ? The glittering star power of Cannes migrated up the coast to Monaco for front-row seats at Dior's colorful, sexy cruise fashion show.

With the Mediterranean Sea the picturesque backdrop, Dior showcased its 2014 collection on Saturday night. It was a wet, cold and generally miserable outside the white stage, but Raf Simons' designs provided the shimmering summery lift for the evening.

Among those on hand were Oscar-winner and Dior spokeswoman Marion Cotillard, actresses Ruth Wilson and Jessica Biel, and Prince Albert of Monaco, along with his fashionable wife, Princess Charlene.

Before the show, Biel called Dior's fashions beautiful, saying she also appreciated them because they were made for real woman. If that was the case, such women are dynamic gazelles who even in their downtime have multiple agendas.

There were sheer lace cover-ups, brightly colored dresses, and jackets and coats made of wool.

In press materials provided at the show, Simons explained his inspiration to prominently feature lace in the collection.

"I never worked with lace before," he said. "It was about transforming the meaning of the material; not romantic, not historical, not old, to something light, playful, colorful and modern ? with energy."

Many of the pieces had an effervescent feel, like the metallic blended with sheer lace and a strip of a coral floral print in one dress; a wool jacket and pants were made vibrant with bright red color.

But there were other outfits that had a more traditional look, like a flowing spaghetti-strap red dress that hit mid-calf at the front but draped near the floor in the back, and the one-piece bathing suits that harkened back to old-style Hollywood glamour ? particularly a brilliant blue piece with ruching in the back.

After an enthusiastic ovation for the show, guests such as Liv Tyler were shuttled to the Oceanographic Museum nearby as Prince Albert and his wife threw a reception that showcased some of the fashions ? including Dior ? worn by his late mother, Princess Grace.

$590M-plus Powerball: 1 winning ticket sold in Fla.

DES MOINES, Iowa (AP) ? It's all about the odds, and one lone ticket in Florida has beaten them all by matching each of the numbers drawn for the highest Powerball jackpot in history at an estimated $590.5 million, lottery officials said Sunday.

The single winner was sold at a Publix supermarket in Zephyrhills, Fla., according to Florida Lottery executive Cindy O'Connell. She told The Associated Press by telephone that more details would be released later.

"This would be the sixth Florida Powerball winner and right now, it's the sole winner of the largest ever Powerball jackpot," O'Connell told AP. "We're delighted right now that we have the sole winner."

She said Florida has had more Powerball winners than any other state.

The winner was not immediately identified publicly and O'Connell did not give any indication just hours after Saturday's drawing whether anyone had already stepped forward with that winning ticket.

With four out of every five possible combinations of Powerball numbers in play, lottery executives said earlier that someone was almost certain to win the game's highest jackpot, a windfall of hundreds of millions of dollars ? and that's after taxes.

Saturday night's winning numbers were 10, 13, 14, 22 and 52, with a Powerball of 11.

Estimates had earlier put the jackpot at around $600 million. But Powerball's online site said early Sunday that its latest tabulations of all tickets sold put that jackpot at an estimated $590.5 million.

Terry Rich, CEO of the Iowa Lottery, initially confirmed that one Florida winning ticket had been sold. He told AP that following a winner, the Powerball grand prize was being reset at an estimated jackpot of $40 million, or about $25.1 million cash value.

The chances of winning the prize were astronomically low: 1 in 175.2 million. That's how many different ways you can combine the numbers when you play. But lottery officials estimated that about 80 percent of those possible combinations had been purchased recently.

While the odds are low for any one individual or individuals, O'Connell said, the chance that one hits paydirt is what makes Powerball an "exciting game to play."

"There is just the chance that you will have the opportunity and Florida is a huge Powerball state. We have had more winners than any other state that participates in Powerball."

Such longshot odds didn't deter people across Powerball-playing states ? 43 plus Washington, D.C., and the U.S. Virgin Islands ? from lining up at gas stations and convenience stores Saturday for their chance at striking it filthy rich.

Calls by AP to the Publix supermarket where the winning ticket was sold were not answered early Sunday.

Before the drawing, there was a rush for tickets around the country.

At a mini market in the heart of Los Angeles' Chinatown, employees broke the steady stream of customers into two lines: One for Powerball ticket buyers and one for everybody else. Some people appeared to be looking for a little karma.

"We've had two winners over $10 million here over the years, so people in the neighborhood think this is the lucky store," employee Gordon Chan said as he replenished a stack of lottery tickets on a counter.

The world's largest jackpot was a $656 million Mega Millions jackpot in March 2012. If $600 million, the jackpot would currently include a $376.9 million cash option.

Clyde Barrow, a public policy professor at the University of Massachusetts-Dartmouth, specializes in the gaming industry. He said one of the key factors behind the ticket-buying frenzy is the size of the jackpot ? people are interested in the easy investment.

"Even though the odds are very low, the investment is very small," he said. "Two dollars gets you a chance."

That may be why Ed McCuen has a Powerball habit that's as regular as clockwork. The 57-year-old electrical contractor from Savannah, Ga., buys one ticket a week, regardless of the possible loot. It's a habit he didn't alter Saturday.

"You've got one shot in a gazillion or whatever," McCuen said, tucking his ticket in his pocket as he left a local convenience store. "You can't win unless you buy a ticket. But whether you buy one or 10 or 20, it's insignificant."

Seema Sharma doesn't seem to think so. The newsstand employee in Manhattan's Penn Station purchased $80 worth of tickets for herself. She also was selling tickets all morning at a steady pace, instructing buyers where to stand if they wanted machine-picked tickets or to choose their own numbers.

"I work very hard ? too hard ? and I want to get the money so I can finally relax," she said. "You never know."

Will Amazon raise its prices?

Razor-thin margins and several new investments led to a profit loss for Amazon in 2012. Will Amazon's shoppers pay the price?

In its fourth quarter earnings report, Amazon reported a net sales increase of 27%, raising its sales revenue to $61.09 billion. The retail giant's operational costs also went down by 22% to $676 million, but Amazon ended its year in the red with a net loss of $39 million, compared to its net income of $631 million in 2011.

The company's lack of profits in 2012 are mostly a result of Amazon's hefty investments and overall thin profit margins. And while no expert blames customers for not buying enough, it very well may be Amazon shoppers who will pay the price to make up for that revenue gap.

Consumers Could Be Paying for Amazon's Lack of Profits

These costly investments include developing 20 new fulfillment centers (making for a total of 89) and hiring 50,000 temporary workers during the holidays. Additionally, the Kindle and Amazon's video service are not very lucrative for the retail giant. According to Forbes, Amazon has been subsidizing the cost of the Kindle Fire in "order to gain a foothold in the market for tablets." Amazon also invested more in its video services last year: the company added 19 million pieces of digital media in 2011, all at no small price tag.

And while investments account for a portion of lost profits, Amazon's own price points may also be a factor. The company is famous for deep discounts on everything from socks to small kitchen appliances ? a reputation it needs in order to keep a competitive edge. But low prices also mean all-around thin profit margins.

Independent analyst Paul Santos thinks that as Amazon continues to sell more products every year, the cost of selling will increase faster than revenue will, if the retailer continues to offer those famously low prices. In other words, Amazon won't be able to make a profit by selling greater quantities of goods at rock bottom prices. Instead, to boost profits, Santos thinks Amazon will have to raise prices. And it may have already. According to Santos, a number of Subscribe & Save products have gone up in price, some of which went "above and beyond any reasonable level, to the point where customers started finding out that much of the stuff they were buying could be had cheaper in the offline world."

What's more, a recent Kantar Retail study found that Amazon might not be the cheapest place to shop for grocery and household items to begin with. Kantar Retail shopped for 36 different products at Amazon, Walmart.com, and in Walmart's brick and mortar stores. The result ? Amazon was 25% more expensive than Walmart, and 12.2% more expensive than Walmart.com.

So what does this mean for the everyday Amazon shopper? Well, if Amazon's calculated investment in the Kindle gives it the foothold it was hoping for ? and more customers start renting digital books, movies, and TV shows from Amazon's digital services ? profits should rise without us suffering sticker shock. But if Amazon's long-term plan to lower prices and "invest heavily in the future" fails and the retailer can't improve its profit margins by business development alone, the company may turn to raising its prices.

Apple's Cook to propose tax changes at congressional hearing: report

(Reuters) - Apple Inc CEO Tim Cook will propose tax changes that would encourage firms to bring home more of their offshore funds when he faces congressional queries next Tuesday over his company's overseas cash holdings and tax bills, the Washington Post reported.

Cook's proposals would aim to put more companies' offshore money to use creating jobs and conducting research and development in the United States, he said in an interview with the Post.

Cook also told the Post that the 35 percent tax on cash brought back to the United States is a "very high number."

"We are not proposing that it be zero. I know many of our peers believe that. But I don't view that. But I think it has to be reasonable," he said.

Apple in a statement to Reuters acknowledged that Cook would be appearing before the congressional subcommittee but gave no information on the reported proposals.

Apple paid $6 billion in federal corporate income tax in fiscal 2012, the company said.

Next Tuesday's hearing is centered on possible changes to the tax code to ensure that more cash-rich companies bring their money back the United States.

Apple's Cook joins the heads of technology titans Hewlett-Packard Co and Microsoft Corp who have also been questioned in U.S. Senate subcommittee hearings on companies keeping cash overseas to lower their tax payments.

Majority of Colorado sheriffs file suit against new gun laws

Sheriffs in Colorado filed a federal lawsuit Friday ahead of the implementation of new state gun laws that broaden background checks and limit the size of ammunition magazines, saying that the bills would be nearly impossible to enforce.

The laws "severely restrict citizens' rights to own, use, manufacture, sell, or transfer firearms and firearms accessories," the sheriffs said in their complaint in the U.S. district court.

"This is a bipartisan effort," said Larimer County Sheriff Justin Smith. "These are Democratic sheriffs and Republican sheriffs who came together."

The National Shooting Sports Foundation, magazine-maker Magpul Industries, and the Colorado State Shooting Association were among other groups that filed suit alongside sheriffs against the laws, which are set to take effect June 1.

No documentation has ever been required for the retail or private purchase of magazines, making it a practical impossibility for the Sheriffs to determine whether one of the many magazines already in existence was obtained after the effective date."

The sheriffs also said that Coloradans would find it difficult to comply with expanded background check regulations that would require transfers between individuals to be conducted through a federally licensed firearms dealer.?That's because many licensed firearms dealers in the state "are unwilling to conduct the transfer under such conditions," they argued.

Colorado Attorney General John Suthers released a statement on Friday saying that his office would pursue court rulings on the gun legislation ?as expeditiously as possible.?

?Colorado citizens, and law-abiding gun owners in particular, deserve such clarification,? Suthers said in the statement.

The state has 64 sheriffs, said Chris Olson, executive director of the County Sheriffs of Colorado. The lawsuit is being brought forth ?by individual sheriffs? and his organization is not a party to the suit, he said.

At least one lawman has said that deciding which laws are constitutional should stay out of the hands of Colorado?s sheriffs.

Arapahoe County Sheriff Grayson Robinson, whose county includes the Aurora movie theater where 12 people were killed last year, released a statement in January pushing back against sheriffs who said they would not enforce new gun laws.

?Public safety professionals serving in the executive branch do not have the constitutional authority, responsibility, and in most case, the credentials to determine the constitutionality of any issue,? Robinson said in the statement. ?Law enforcement officials should leave it to the courts to decide whether a law is constitutional or not.?

Robinson identified himself as a supporter of Second Amendment rights in the statement, and said he would like to see better mental health services and stricter penalties for people who commit gun crimes.

Brothers arrested in New Orleans parade shooting

NEW ORLEANS (AP) ? Two brothers with a history of drug arrests and suspected ties to a neighborhood gang each face 20 counts of attempted second-degree murder in a shooting spree that brought a sudden bloody end to a Mother's Day parade in a New Orleans neighborhood.

The arrests by city police and U.S. marshals came less than four days after gunfire scattered the crowd and wounded 20 people ? 19 hit by bullets and one while trying to flee.

Akein Scott, 19, was arrested without incident late Wednesday at an eastern New Orleans residence. His brother Shawn Scott, 24, was arrested Thursday morning as he tried to flee another residence in the city, police said.

Mayor Mitch Landrieu and police Chief Ronal Serpas hailed the police work as proof of officials' determination to end sporadic violence that mars the image of the tourism-dependent city.

"We will not let up," Landrieu said. "We are demanding that the shooting stop. And we will make sure that we do everything in our power, which I hope people now see is substantial, to make sure that we protect the citizens of New Orleans."

A magistrate judge on Thursday morning set bond for Akein Scott at $10 million in the attempted murder case. Another judge ordered him held without bond pending a later hearing on an unrelated gun and weapon charge.

Shawn Scott's court appearances were not yet scheduled. His Thursday morning arrest was announced by Serpas, Landrieu and District Attorney Leon Cannizzaro at a news conference in the middle of the intersection where the shooting took place, off the beaten path for most tourists but less than two miles from the popular French Quarter. Surrounding the officials were dozens of uniformed officers and onlookers from the neighborhood.

Police said Akein Scott had been identified by an unnamed witness as the person seen on a surveillance video, appearing to fire into a crowd that immediately scatters as some fall. Shawn Scott's role in the shootings remained unclear Thursday afternoon.

Police have yet to outline a motive, other than to say it appears related to gang activity, which Landrieu called a major factor in New Orleans street violence.

"This small number of people in gangs and groups are responsible for the overwhelming number of murders and shootings in this city. They are in fact terrorizing our streets," Landrieu said.

Police said the Scotts are members of a gang called the Frenchmen and Derbigny Boys. Frenchmen and North Derbigny streets intersect a few blocks from the shooting site. Court records show Shawn Scott has a history of at least three drug arrests on one block of Frenchmen Street.

In addition to the brothers, police said they arrested four people who are accused of helping Akein Scott elude capture. Justin Alexander, 19; Brandy George, 28; Bionca Hickerson, 22; and Nekia Youngblood, 32, are charged with being accessories after the fact to attempted second-degree murder and obstruction of justice, according to a police news release.

At Thursday's court appearance, Akein Scott, shackled and in an orange jumpsuit, stood calmly and silently as his court-appointed attorney handled proceedings in the shooting case.

Prosecutors said a witness picked out a photo of Akein Scott from a lineup. An arrest affidavit said the unidentified witness told investigators that Akein Scott was the person seen in a surveillance video that police released to the public as they searched for him. The witness also said Akein Scott was carrying a silver-and-black semi-automatic handgun at the shooting scene, according to the affidavit.

Magistrate Judge Gerard Hansen set Akein Scott's bond at $10 million ? $500,000 on each of the 20 counts in the Mother's Day shooting case.

Police had been searching for Akein Scott since identifying him as a suspect Monday from the video.

Courtney Moles, whose apartment overlooks the shooting site, said Thursday that she didn't feel her safety was in jeopardy while police searched the city.

"I didn't really think he would come back. It's more personal than that," she said. "He wasn't going to that second line to make national news. He was probably settling some kind of score."

Edward Buckner, president of the Original Big 7 Social Aid and Pleasure Club, which sponsored Sunday's second-line parade, said he was ecstatic at the news of the arrests.

"That's the best thing that could ever have happened," he said.

Police publicized a $10,000 reward in the case, and investigators received tips after images from the surveillance camera were released.

Gun violence has flared at two other city celebrations this year. Five people were wounded in a drive-by shooting in January after a Martin Luther King Jr. Day parade, and four were wounded in a shooting after an argument in the French Quarter in the days leading up to Mardi Gras. Two teens were arrested in connection with the MLK Day shootings; three men were arrested and charged in the Mardi Gras shootings.

Mark Hertsgaard, a freelance writer who was shot in the leg Sunday, said in a phone interview from his home in San Francisco that he wouldn't let the violence turn him against the city.

"I love New Orleans, and I love anything that helps to heal New Orleans from this event, including bringing justice to the perpetrators," said Hertsgaard, who was stopping in the city on his way home assignment.

Hertsgaard said he still loves the people of New Orleans.

"Yes, there are pockets of idiots, and the other day one of them put a bullet in my leg," he said.

"But let's not let a few idiots tarnish the reputation of a great city that has great people in it."

The newest public health threat in Africa, scientists have found, is coming from a previously unknown source: the banded mongoose.

Leptospirosis, the disease is called. And the banded mongoose carries it.

Leptospirosis is the world's most common illness transmitted to humans by animals. It's a two-phase disease that begins with flu-like symptoms. If untreated, it can cause meningitis, liver damage, pulmonary hemorrhage, renal failure and death.

"The problem in Botswana and much of Africa is that leptospirosis may remain unidentified in animal populations but contribute to human disease, possibly misdiagnosed as other diseases such as malaria," said disease ecologist Kathleen Alexander of Virginia Tech.

With a grant from the National Science Foundation's (NSF) Coupled Natural and Human Systems Program, Alexander and colleagues found that the banded mongoose in Botswana is infected with Leptospira interrogans, the pathogen that causes leptospirosis.

Coupled Natural and Human Systems is part of NSF's Science, Engineering and Education for Sustainability investment and is supported by NSF's Directorates for Biological Sciences; Geosciences; and Social, Behavioral and Economic Sciences.

"The transmission of infectious diseases from wildlife to humans represents a serious and growing public health risk due to increasing contact between humans and animals," said Alan Tessier, program director in NSF's Division of Environmental Biology. "This study identified an important new avenue for the spread of leptospirosis."

The results are published today in a paper in the journal Zoonoses and Public Health. The paper was co-authored by Alexander, Sarah Jobbins and Claire Sanderson of Virginia Tech.

The banded mongoose, although wild, lives in close proximity to humans, sharing scarce water resources and scavenging in human waste.

The disease-causing pathogen it carries can pass to humans through soil or water contaminated with infected urine.

Mongoose and other species are consumed as bushmeat, which may also contribute to leptospirosis exposure and infection in humans.

"I was convinced that we were going to find Leptospira interrogans in some species in the ecosystem," said Alexander.

"The pathogen had not been reported previously in Botswana, with the exception of one cow more than a quarter of a century ago.

"We looked at public health records dating back to 1974 and there were no records of any human cases of leptospirosis. Doctors said they were not expecting to see the disease in patients. They were not aware that the pathogen occurred in the country."

Alexander conducted a long-term study of human, wildlife and environmental health in the Chobe District of Northern Botswana, an area that includes the Chobe National Park, forest reserves and surrounding villages.

"This pathogen can infect many animals, both wild and domestic, including dogs," said Jobbins. "Banded mongoose is likely not the only species infected."

The researchers worked to understand how people, animals and the environment are connected, including the potential for diseases to move between humans and wildlife.

"Diseases such as leptospirosis that have been around for a very long time are often overlooked amid the hunt for the next newly emerging disease," Alexander said.

Leptospirosis was first described in 1886, said Jobbins, "but we still know little about its occurrence in Africa."

With the new identification of leptospirosis in Botswana, Alexander is concerned about the public health threat it may pose to the immunocompromised population there. Some 25 percent of 15- to 49-year-olds are HIV positive.

"In much of Africa, people die without a cause being determined," she said.

"Leptospirosis is likely affecting human populations in this region. But without knowledge that the organism is present in the environment, overburdened public health officials are unlikely to identify clinical cases in humans, particularly if the supporting diagnostics are not easily accessible."

The researchers looked for Leptospira interrogans in archived kidneys collected from banded mongoose that had been found dead from a variety of causes. Of the sampled mongoose, 43 percent tested positive for the pathogen.

"Given this high prevalence in the mongoose, we believe that Botswana possesses an as-yet-unidentified burden of human leptospirosis," said Jobbins.

"There is an urgent need to look for this disease in people who have clinical signs consistent with infection."

Because banded mongoose have an extended range across sub-Saharan Africa, the results have important implications for public health beyond Botswana.

"Investigating exposure in other wildlife, and assessing what species act as carriers, is essential for improving our understanding of human, wildlife, and domestic animal risk of leptospirosis in this ecosystem," the scientists write in their paper.

The paper also cites predictions that the region will become more arid, concentrating humans and animals around limited water supplies and increasing the potential for disease transmission.

"Infectious diseases, particularly those that can be transmitted from animals, often occur where people are more vulnerable to environmental change and have less access to public health services," said Alexander.

"That's particularly true in Africa. While we're concerned about emerging diseases that might threaten public health--the next new pandemic--we need to be careful that we don't drop the ball and stop pursuing important diseases like leptospirosis."

Alexander is working to identify immediate research and management actions--in particular, alerting frontline medical practitioners and public health officials to the potential for leptospirosis in humans.

IRS apologizes. But has it told all about targeting tea party?

IRS apologizes for targeting tea party groups when they applied for tax-exempt status. But a draft of an inspector general's report suggests officials knew about the targeting as early as 2011.

Senior Internal Revenue Service officials knew agents were targeting tea party groups as early as 2011, according to a draft of an inspector general's report obtained by The Associated Press that seemingly contradicts public statements by the?IRS?commissioner.

The?IRS?apologized Friday for what it acknowledged was "inappropriate" targeting of conservative political groups during the 2012 election to see if they were violating their tax-exempt status. The agency blamed low-level employees, saying no high-level officials were aware.

But on June 29, 2011, Lois G. Lerner, who heads the?IRS?division that oversees tax-exempt organizations, learned at a meeting that groups were being targeted, according to the watchdog's report. At the meeting, she was told that groups with "Tea Party," ''Patriot" or "9/12 Project" in their names were being flagged for additional and often burdensome scrutiny, the report says.

The 9/12 Project is a group started by conservative TV personality Glenn Beck. In a statement to the AP, Beck suggested that the revelations were hardly news to him and other conservatives.

"In February 2012, TheBlaze first reported what the?IRS?now admits to ? that they unfairly targeted conservative groups including the 9/12 project," Beck said, citing his website and TV network. "It is nice to see everyone else playing catch-up and finally asking the same questions that TheBlaze started raising over a year ago."

Lerner instructed agents to change the criteria for flagging groups "immediately," the report says.

The Treasury Department's inspector general for tax administration is expected to release the results of a nearly yearlong investigation in the coming week. The AP obtained part of the draft report, which has been shared with congressional aides.

Among the other revelations, on Aug. 4, 2011, staffers in the?IRS' Rulings and Agreements office "held a meeting with chief counsel so that everyone would have the latest information on the issue."

On Jan, 25, 2012, the criteria for flagging suspect groups was changed to, "political action type organizations involved in limiting/expanding Government, educating on the Constitution and Bill of Rights, social economic reform/movement," the report says.

While this was happening, several committees in Congress were writing numerous letters?IRS?Commissioner Douglas Shulman to express concern because tea party groups were complaining of?IRS?harassment.

In Shulman's responses, he did not acknowledge targeting of tea party groups. At a congressional hearing March 22, 2012, Shulman was adamant in his denials.

"There's absolutely no targeting. This is the kind of back and forth that happens to people" who apply for tax-exempt status, Shulman said at the House Ways and Means subcommittee hearing.

The portion of the draft report reviewed by the AP does not say whether Shulman or anyone else in the Obama administration outside the?IRS?was informed of the targeting. It is standard procedure for agency heads to consult with staff before responding to congressional inquiries, but it is unclear how much information Shulman sought.

The?IRS?has not said when Shulman found out that Tea Party groups were targeted.

Shulman was appointed by President George W. Bush, a Republican. His 6-year term ended in November. President Barack Obama has yet to nominate a successor. The agency is now run by an acting commissioner, Steven Miller.

The?IRS?said in a statement Saturday that the agency believes the timeline in the IG's report is correct, and supports what officials said Friday.

"IRS?senior leadership was not aware of this level of specific details at the time of the March 2012 hearing," the statement said. "The timeline does not contradict the commissioner's testimony. While exempt organizations officials knew of the situation earlier, the timeline reflects that?IRS?senior leadership did not have this level of detail."

Lerner's position is three levels below the commissioner.

"The timeline supports what the?IRS?acknowledged on Friday that mistakes were made," the statement continued. "There were not partisan reasons behind this."

Rep. Charles Boustany, R-La., chairman of the House Ways and Means Committee's oversight subcommittee, said the report "raises serious questions as to who at?IRS, Treasury and in the administration knew about this, why this practice was allowed to continue for as long as it did, and how widespread it was."

"This timeline reveals at least two extremely unethical actions by the?IRS. One, as early as 2010, they targeted groups for political purposes. Two, they willfully and knowingly lied to Congress for years despite being aware that Congress was investigating this practice," Boustany said.

"This is an outrageous abuse of power. Going after organizations for referencing the Bill of Rights or expressing the intent to make this country a better place is repugnant," Boustany added. "There is no excuse for this behavior."

Several congressional committees have promised investigations, including the Ways and Means Committee, which plans to hold a hearing.

"The admission by the agency that it targeted American taxpayers based on politics is both shocking and disappointing," said Rep. Dave Camp, R-Mich., chairman of the Ways and Means Committee. "We will hold theIRS?accountable for its actions."

The group Tea Party Patriots said the revelation was proof that the?IRS?had lied to Congress and the public when Schulman said there had been no targeting of tea party groups.

"We must know how many more lies they have been telling and how high up the chain the cover-up goes," Jenny Beth Martin, national coordinator for the group Tea Party Patriots, said in a statement Saturday.

"It appears the?IRS?committed crimes and violated our ability to exercise our First Amendment right to free speech. A simple apology is not sufficient reparation for violating the constitutional rights of United States citizens. Therefore, Tea Party Patriots rejects the apology from the Internal Revenue Service," Martin said. "We are, however, encouraged to hear that Congress plans to investigate. Those responsible must be held accountable and resign or be terminated for their actions."

On Friday, White House spokesman Jay Carney said the administration expected the inspector general to conduct a thorough investigation, but he brushed aside calls for the White House itself to investigate.

Many conservative groups complained during the 2012 election that they were being harassed by the?IRS. They accused the agency of frustrating their attempts to become tax exempt by sending them lengthy, intrusive questionnaires.

The forms, which the groups have made available, sought information about group members' political activities, including details of their postings on social networking websites and about family members.

In some cases, the?IRS?acknowledged, agents inappropriately asked for lists of donors.

There has been a surge of politically active groups claiming tax-exempt status in recent elections ? conservative and liberal. Among the highest profile are Republican Karl Rove's group Crossroads GPS and the liberal Moveon.org.

These groups claim tax-exempt status under section 501 (c) (4) of the federal tax code, which is for social welfare groups. Unlike other charitable groups, these organizations are allowed to participate in political activities, but their primary activity must be social welfare.

That determination is up to the?IRS.

The number of groups filing for this tax-exempt status more than doubled from 2010 to 2012, to more than 3,400. To handle the influx, the?IRS?centralized its review of these applications in an office in Cincinnati.

Lerner said on Friday this was done to develop expertise among staffers and consistency in their reviews. As part of the review, staffers look for signs that groups are participating in political activity. If so,?IRS?agents take a closer look to make sure that politics isn't the group's primary activity.

As part of this process, agents in Cincinnati came up with a list of things to look for in an application. As part of the list, they included the words "tea party" and "patriot," Lerner said.

"It's the line people that did it without talking to managers," Lerner told the AP on Friday. "They're?IRS?workers, they're revenue agents."

In all, about 300 groups were singled out for additional review, Lerner said. Of those, about a quarter were singled out because they had "tea party" or "patriot" somewhere in their applications.

Lerner said 150 of the cases have been closed and no group had its tax-exempt status revoked, though some withdrew their applications.
